Bad news
You have probably heard the news that the Government has agreed to fund the NWL road - £213 million.
In theory this is 85% of the cost. But this is all based on an old estimate, the true total cost will be probably £350-400 million.
So, as it stands, Norfolk CC would have to
make up the difference, which it just isn't in a position to do. The bad news is that the Government may pledge to cover 100% of the costs, so Norfolk CC won't have to keep a lid on the budget at all.
Reasons to be Cheerful
At the moment this is all theoretical money. To get further funding a new business case will need to be submitted to the DfT, and approved, to get closer to the true amount needed.
The NWL won't get through the full planning process before the next election, so if there is a change of Government they are highly likely to review roads spending. Announcing all these projects is an easy way to appeal to pro road builders without actually spending anything before the election.
What happens next?
Norfolk CC
will likely put in a planning application at the next cabinet meeting on the 7th November.
They will then have another public consultation.
That's when we take action!
Along with Norfolk Wildlife Trust and other members of the coalition against
the road we will put in writing the problems with the project and ask for it to be 'called in' and considered by the Secretary of State. This means that it is scrutinised properly, not just nodded through (NCC marking it's own homework).
It is also
important to show there is substantial public opposition - it supports the request for the planning application to be called in.
